India hikes fines under new motor vehicle laws

But some states defer implementation or cut penalties in move seen as appeasing people

A new Indian federal law that has increased traffic fines tenfold has divided the country over whether it will help rein in unruly motorists, even as some states, including Prime Minister Narendra Modi's base of Gujarat, have cut penalties.

The Motor Vehicle Act, amended on Sept 1, increased fines sharply for many violations.
