NEW DELHI - Prime Minister Narendra Modi usually reacts quickly on Twitter when it comes to congratulating a fellow world leader on any milestone.

He congratulated Mr Rishi Sunak within two hours of him being named leader of the Conservative Party and British Prime Minister on Monday.
