Chinese Foreign Minister Wang Yi makes no secret of Beijing's scepticism about the free and open Indo-Pacific strategy.

"It seems there is never a shortage of headline-grabbing ideas. They are like the sea foam in the Pacific or Indian Ocean - they may get some attention, but soon will dissipate," he said in March when quizzed by reporters on Beijing's stance.
