SEOUL - Amid

a barrage of missiles fired by North Korea in the last couple of days,

the question is: Why did the regime not conduct its much talked about seventh nuclear test? 

South Korea’s National Intelligence Service had earlier predicted that Pyongyang might do so between Oct 16 and Nov 7, with the earlier date marking the start of China’s national party congress and the other, the United States midterm elections.
