BEIJING - China watchers may be forgiven for inferring that veteran diplomat Song Tao was a political has-been after he failed to make it to the Communist Party of China’s (CPC) Central Committee, the party’s top electoral college, in 2022.

As a rule of thumb, membership in the Central Committee is a prerequisite for a politician to become a minister, or a member of the CPC’s decision-making Politburo.
