WASHINGTON (AFP) - President Barack Obama ordered flags be lowered to half mast until Friday after a mass shooting at a naval base in the United States capital left 13 dead including the shooter.

The gesture was "a mark of respect for the victims of the senseless acts of violence", Mr Obama said in a proclamation issued on Monday evening after the shooting, as the flags at the White House and the Capitol building were observed at half mast.
