Budget 2013: Flexible and tailored help for the needy

Social assistance schemes are being reviewed by the Government to ensure that the needy do not fall through the cracks because of rigid criteria, said Acting Minister for Social and Family Development Chan Chun Sing in Parliament on Thursday.

The Comcare Transitions scheme, which gives financial aid to those who are out of work or unable to work because of injuries or accidents, will be extended beyond one year for those who still need the support. Currently, payouts from scheme stretch between three to six months.

Mr Chan said that one in 10 needy persons require more support due to complex needs such as prolonged illness or caregiving needs.

The Ministry is also looking at providing some form of medium-term assistance that is between five and 10 years. Currently, the social assistance schemes available cover either the short-term such as the Comcare schemes, or long-term such as the Public Assistance schemes.
