Use COE money to subsidise bus drivers' pay rise

SINCE the Certificate of Entitlements (COE) scheme is to discourage car ownership and to encourage the public to take public transport, shouldn't the money collected from it be used to subsidise the pay increase needed for bus drivers ("Higher bus costs to be shared: Lui"; last Friday).

It does not seem right to discourage car ownership and then penalise those who take public transport.
