A victory over Uganda would have guaranteed Singapore a place in Saturday's final. Teams enjoy a rest day on Thursday before playing their last round-robin match on Friday. Singapore play the United States then.
In other matches, 2008 champions Papua New Guinea trounced the US 72-31, while Sri Lanka beat Ireland 65-49.
