The third Green Building Masterplan is expected to target users and the devices they use. It is due to be launched later this year.

Building and Construction Authority's chief executive John Keung said this on Wednesday on the sidelines of the inaugural World Engineers Summit at Marina Bay Sands.

"It's not just a simple change in the lighting they use, it might go down to what laptop they use," he said. The previous two masterplans targeted new and existing buildings, and some of the incentives includes giving developers bonus gross floor area.

He added that more can also be done to green up buildings here as typically about half of the energy consumption in offices come from the workers within.
