HDB and URA to raise carpark charges from Dec 1

SINGAPORE - The Housing and Development Board (HDB) and Urban Redevelopment Authority (URA) will raise public carpark charges for short-term and season parking schemes from Dec 1.

This is the first islandwide revision of carpark charges by HDB and URA since 2002.

Over this period, the costs of building, operating and managing carparks have increased due to general inflation, as well as construction, manpower and other related maintenance costs, HDB and URA said in a joint release on Thursday (June 30).

"Car park charges have not kept pace with these cost increases. Therefore revisions are needed to ensure proper cost recovery," the release said.

Short-term parking charges for public carparks outside the Restricted Zone/Designated Area (RZ/DA) will be raised by $0.10 to $0.60 per half-hour. The parking charge will be raised by $0.20 to $1.20 per half-hour within the RZ/DA.

Differential charging on a per-minute basis will continue to apply for selected Electronic Parking System (EPS) carparks in locations with high demand.

The HDB said it will differentiate the increases in season parking rates at its carparks.

Residents who buy season parking for their first car will pay a lower rate than those who require more than one parking space or non-residents who use HDB carparks.

For non-residents and residents' second and subsequent parking space, the rate for season parking will be $90 per month for surface carparks and $120 per month for sheltered carparks. This is an increase of $25 and $30 respectively.

Residents applying for season parking for the first time will face a smaller increase of $15 to $80 per month for surface carparks and an increase of $20 to $110 per month for sheltered carparks.

Family Season Parking Ticket holders will continue to enjoy a concessionary rate of half the price of season parking. They will pay half of the residents' first car season parking rate, meaning $40 per month for surface carparks and $55 per month for sheltered carparks.

The HDB and URA will issue letters to notify all season parking holders of their revised rates, and the priority status of the cars by September.

The new coupons will be available for sale at HDB Branches/Service Centres, the URA Centre and coupon agents such as petrol stations and 7-11 outlets from early October. Motorists using public carparks will have to use new coupons with the revised rates from Dec 1.

Motorists can exchange their unused old parking coupons for new ones by topping up the difference in value.

There will be no changes to the parking charges for motorcycles.
