Fostering a culture of open reporting in the Singapore Armed Forces (SAF) is the right priority for its new safety chief to set, as the soldiers on the ground know best how safety protocols might be breached, said observers.

Associate Professor Goh Yang Miang of the National University of Singapore's School of Design and Environment said commanders cannot be on the ground all the time, even though they might try their best to do so.
