Former senior manager of property developer jailed in online vice ring case

A former senior manager of a property developer was jailed for 13 weeks for commercial sex with a 17-year-old girl in the high-profile online vice ring case. Foo Kim Meng, 47, unemployed, is the 22nd man to be sentenced in the ongoing online vice ring case which involved a total of 51 men.

He had admitted to having paid sex with the girl twice at Hotel 81 Bencoolen on Oct 10 and 29 in 2010 and paid her $500 each time. Two other similar charges were taken into consideration during his sentencing.

Foo found a website in late 2010 through a thread on a forum. He knew that the escorts who appeared on the website provided sexual services.

He proceeded to obtain the minor's services by sending text messages to her pimp, Tang Boon Thiew, who quoted him $500 for an hour and that it would take place at Hotel 81 Bencoolen. Foo, who is married with a son, could have been jailed for up to seven years and/or fined for engaging in commercial sex with a person under 18.
