A former army regular was jailed for four weeks yesterday for taking upskirt videos of several women and fined $3,200 for having uncensored films.
Teo Kok Peng, 30, had admitted to two charges of insulting the modesty of a woman and having 32 films without a valid certificate at his flat in Bukit Batok East Avenue 5 in 2014. Five other offences of insulting the modesty of women were considered in sentencing.
Investigations showed that Teo, who was a military expert at Nee Soon Camp, committed the offence on his way home on May 16, 2014.
After alighting from a train at Serangoon MRT station, he saw a woman in a white dress and decided to take an upskirt video of her.
He turned on his mobile phone's video function and slipped the phone beneath the woman's skirt. He followed her to the escalator before stopping the recording.
He then got into a Circle Line train travelling from Serangoon station to Buona Vista station and while on the train, took an upskirt video of another woman.
He was caught by a member of the public when he tried to repeat his actions a third time at Buona Vista station.
He was detained after a struggle and taken to the MRT control room and the police called.
A Mandatory Treatment Order suitability report had been called but Teo was found not suitable for the community sentencing option.
Deputy Public Prosecutor Tang Shangjun had sought a sentence of five to six weeks' jail on each of the insulting of modesty charges.
Teo's lawyer Laurence Goh had said in his mitigation plea that his client committed the offences due to stress from his examinations. Teo was then studying at SIM University on a scholarship which was terminated in August 2014.
Teo saw two psychiatrists from the Institute of Mental Health (IMH), one of whom diagnosed him to be suffering from paraphilia, a condition characterised by abnormal sexual desires.
The other consultant psychiatrist said Teo did not have any disorder.
Teo is receiving outpatient treatment at IMH for paraphilia and voyeurism.
Teo, who paid the fine, could have been jailed for up to one year and/or fined for each charge of insulting a woman's modesty.
