Riots had agenda and were violent
FIRST, the Tibetan unrest, unlike peaceful demonstrations by monks in Myanmar, was unruly, with mobs wielding knives, breaking windows and setting houses on fire. These acts prompted security forces to take action.

Second, the protests and riots were organised before lighting the Olympic torch and the Olympic Games. These riots were premeditated with definite purpose.
