Not Case's role to ensure academic quality
THE Straits Times special report on private schools on Monday painted a telling picture on the state of the private education industry in Singapore. A key question raised in the report was whether CaseTrust Accreditation ensures educational excellence.

The role of Case is best understood within the Education Excellence Framework launched by the Economic Development Board in September 2004 to develop Singapore as a world-class education hub. The framework comprises three key components: academic excellence, organisational excellence and good student protection and welfare practices.

For the first component, the Government announced the intention to set up an accreditation council to accredit institutions for their capabilities to deliver quality programmes. The second component of enhancing organisational excellence was done through the Singapore Quality Class Scheme.

Case was approached to spearhead the task of implementing the third component of student protection and welfare. This led to the implementation of the CaseTrust for Education Scheme and the Student Protection Scheme.

Thus, it is clear that CaseTrust Accreditation is part of an overall strategy to grow the sector. It was neither conceived nor equipped to accredit the standards of educational excellence.

As a whole, we believe that Case's efforts have helped the education industry to grow over the last three years. Indeed, educational excellence requires much more than just the efforts of Case or the CaseTrust Accreditation Scheme.

Hence we welcome the Government's announcement of its intention to implement new measures to provide even more protection for local and foreign students in private schools.
