Service providers must follow rules
I REFER to the letter, 'SMS query on ringtone cost her $12' by Madam Amy Koh (ST, Jan 19). We understand the premium rate service provider has already contacted her to address her concerns.

To safeguard consumers' interests, the Infocomm Development Authority has put in place a Premium Rate Services Code containing regulations for companies providing services such as mobile phone ringtones, wallpapers and news alerts.

The code also has rules for billing operators of these services. For instance, the billing operator must give reasonable assistance to those who wish to dispute charges. This includes helping them contact the service provider or giving consumers contact information.

Although the code offers consumers some protection, we encourage people to do their part to protect themselves.

For instance, while premium rate service providers must state all service charges and terms before providing the service, we urge consumers to read and understand them before subscribing.

Service providers are also required to provide reminders on charges incurred, and consumers can help themselves by looking out for these reminders, so if there are any discrepancies, they can clarify with their billing operators early.
