Share footways with cyclists? People to decide
THE Tripartite Committee of the 'Cycling on Footways' study in Tampines thanks Mr Wong Hsien Wae ('Keep cyclists on the road until they know better'; ST, June 11) for his feedback and suggestions, and would like to inform him that cycling on the footways is allowed only in the study area of Tampines Town, between May 27, 2007 and May 30, 2008.

During the study, pedestrians will continue to have right of way on the footways at all times. Cyclists should recognise that it is a privilege to cycle on the footways, and they are required to exercise caution and be mindful of the safety of pedestrians, especially the elderly and young children.

Cyclists are advised to signal when they intend to stop, slow down or to move to the right or left. They will also be required to dismount and push their bikes at pedestrian crossings and crowded public places such as malls and bus stops. They should cycle slowly when on the footways. Those who wish to cycle fast should be on the road.

Nevertheless, for their own safety, pedestrians should stay alert and look out for approaching cyclists.

With regard to Mr Wong's query on the actions to be taken if one is knocked down by a cyclist, we would like to inform him that for all accidents between pedestrians and cyclists, one should call the police hotline - 999 - for assistance. Police will continue to take action against cyclists who ride in a reckless or disorderly manner.

During the evaluation of the study, we will take into consideration feedback and suggestions received, the attitudes and behaviour of footway users, as well as the interaction between cyclists and pedestrians, before deciding on the way forward.

In other words, the decision on whether to implement shared footways between cyclists and pedestrians will ultimately rest with the people themselves.
