Upset over Premium Download charges

| I AM a StarHub customer. This month I received my bill and found that I had been charged $24 for four messages sent. It was categorised under Premium Downloads.
I called StarHub on Monday and the customer service officer told me that they could not do anything as it was a service provided by a third party company. Hence, I was given another number to call, supposedly a company named Ericsson Telecommunication. A customer service officer by the name of Jesprit told me to call another number, supposedly belonging to a company called Pitch (Splash Mobile). Hence, I called Pitch. A woman by the name of Sharon explained to me that my phone was linked to my Internet services and that if someone clicked on an icon, I will be billed for the services. I was bewildered because I had never subscribed to such services before. This phone line was signed up for my mother, who does not understand English, let alone send any SMS. Why must we be liable for costs whose services we did not in the first place sign up for? Another issue: How is it that StarHub cannot do anything about it?
