Different cabbies, different surcharges

| I AM relatively new to Singapore and I take the taxi quite a lot. In my experience, 99 per cent of cabbies in Singapore do their job well and are pleasant. Unfortunately, my experience with the other 1 per cent has left me feeling very uncomfortable.
I take a taxi home from Paragon several times a week. I know that there is a peak hour surcharge after 5pm but why isn't the surcharge the same with all drivers? And why isn't it posted somewhere? The worst incident for me was the driver who charged me over $9 when the meter read $4.20. The second time it happened, I realised it was the same driver and, when I complained this time, he jumped out of the taxi and challenged me to call the police. In another incident, which I believe was also deliberate, a cabbie deliberately sped up when he got to my street, and raced on by. I noticed the meter was $4.60 at that point. He had to drive several miles around to get back to my street and told me he wouldn't charge me. When we arrived at my place, the meter read over $11. He told me I owed him $10. He said it was peak hour, though it was before 5pm when I got into the cab. In a city where there is such great organisation and functionality, something should be done to regulate 'peak hour surcharges'. By the way, I still have no idea what the so-called 'surcharge' is.
