Chocolate past expiry date still sold at store

| MY MUM bought two packets of TimeOut chocolate from Watsons in Tampines Mall about one and a half weeks ago.
On Jan 19, I gave one packet to my girlfriend. After taking one bite, she told me that the chocolate tasted weird and funny. She checked the expiry date and, to her dismay, found that it read: '03-12-07'. I have these queries: 1) Why was the chocolate still being sold? 2) How could such a mistake be made? 3) Are food products checked for their expiry dates before being put on the shelf? 4) Who will be held responsible if the person who consumed the expired chocolate come down with serious food poisoning or other related health issues?
