How can one trace a flight passenger when there is no seat allocation in budget airlines?

| THE recent case of the TB couple taking a flight to China via HongKong forced a huge search for them.
Fortunately, they could be traced through the check-in system - their seat numbers were allocated. Nowadays, most budget carriers do not allocate seating. How would the authorities then be able to trace where they are seated in the plane?
