A Kremlin statement said that the proposal also includes a plan to extend the terms of lawmakers in the Duma from four to five years.

Parliament is currently dominated by the party of Medvedev's predecessor, Prime Minister Vladimir Putin, and plans to extend the terms have raised speculation over Mr Putin's intentions. -- AFP
