It will be the final up-ramp to the viaduct, and is located along Robinson Road, beside City House Building. The other two up-ramps are located at Central Boulevard and Raffles Quay.

This is the final stage in the construction of the viaduct to ensure lane for lane replacement during the construction of Downtown Line , whose Cross Street Station is targeted to be completed in 2012.

It serves to alleviate traffic congestion during the construction period of the Downtown Line by enabling motorists travelling to New Bridge Road to by-pass four busy junctions - Telok Ayer Street, Cecil Street, Robinson Road and Raffles Quay - along Cross Street.
