2 more fined for rigging

An ASSISTANT vice-president at MediaCorp Enterprises who helped to rig a lucky draw was fined $8,000 on Tuesday.

David Quek Siak Yeong, 43, had pleaded guilty to agreeing to receive $2,500 worth of Shell petrol vouchers from Chan Chor Meng in return for getting his subordinate Teh Gim Leng to 'pick' Chan as the winner in the daily lucky draw on Oct 17 last year.

Winners drive off with $5,000 worth of Shell vouchers in the 'Free fuel for a year' promotion.

Asking the court not to impose a jail term, his lawyer Adrian Wee said that Quek had not abused his position and MediaCorp was standing by him.

Quek had suggested 'in jest' to Teh to let some friends win, said Mr Wee.

Teh agreed as he had been doing precisely that and Quek was overcome by greed, the lawyer added.

Later in the same district court, engineer Long Say Chong, 34, was fined $5,000 for agreeing to accept $300 of Shell vouchers from James Ong Eng Kong, 34, who wanted to 'win' in the lucky draw.

Quek and Long were among five people charged on Tuesday morning for their role in fixing the lucky draw, bringing the total brought to court to 18.

The cases against the other three will be heard later this month.

Teh, 28, then a senior accounts manager with MediaCorp, was in charge of the daily draws and pleaded guilty in July to 16 counts of accepting or agreeing to accept fuel vouchers and cash from the 'winners'.

Teh has served his three-month jail sentence and paid a penalty of $5,900 for his offences.

Of the 12 'winners' charged on Nov 12, 10 admitted to the offences and were fined $5,000 or $6,000. The other two will return to court on Dec 15 to discuss arrangements for their trials.

The maximum penalty for corruption is a $100,000 fine and five years' jail.
