The Singapore Democratic Alliance (SDA) secretary-general Desmond Lim called on voters in Punggol East to support him, as he has been serving the area since 2005.
"We are back to represent you... raise your concerns and fulfill your dreams... and elevate the standards of living," he said at the field of the Nomination Centre, dressed in green.
"I must really know you, then I can effectively serve you," he said.
"Vote for Desmond Lim! Dedicated local, determined leader!" he added, citing his motto for his campaign.
He had campaigned at the ward in the 2011 general election, but lost his election deposit after gaining only 4.5 per cent of the vote.
The battle for Punggol East has begun and it is a four-cornered fight, the first such contest in a parliamentary election since 1997.
