SINGAPORE - A driver was on Monday fined $8,000 and banned from driving for five years, after causing the death of a pedestrian through a negligent act.

Karie Goh Siang Yin, 33, failed to keep a proper look out when driving above the speed limit along Bukit Batok East Avenue 2 on Oct 4 last year.

Her car collided into Chinese national Qin Yongzhou, 44, who was standing still in the middle of the road for no apparent reason.

Mr Qin, a construction worker, was flung onto Goh's windscreen by the impact and landed on the road about 7m in front of the vehicle. He died on the spot from multiple injuries.

The court heard that at the time of the accident, which happened around 8pm, the weather was fine and traffic flow was light. No brake or skid marks were found at the scene.

A recording taken from Goh's in-vehicle camera showed she had increased the speed of the car from 63 kmh to 65 kmh just before the collision - above the prescribed limit of 50kmh for the stretch of road she was driving on.

The footage also showed Mr Qin standing still in the middle of the right-most lane, which Goh was driving on.

An off-duty police officer, who had been driving in the opposite direction, noticed Mr Qin moving slightly and coming to a stop at the middle of the road. The accident happened before the cop could make a U-turn to help the pedestrian.

Defence lawyer Fong Chee Yang said his client had personal matters weighing on her mind at the time and had a "moment of inattentiveness". Goh had been driving for more than eight years without incident till now, the lawyer added.

Goh, who pleaded guilty, admitted to police that she had only noticed Mr Qin and applied her brakes moments just before the accident. She could have been jailed for up to two years and fined.
