Why charge for Sunday parking at underused HDB carpark?

My father moved to Fernvale Link recently and my family continues to visit him every Sunday.

The nearest carpark is at Block 468, and is spacious and convenient.

But what puzzles me is why HDB is imposing charges even on Sundays.

The carpark is not near any shopping centre or other popular spots, and there are ample spaces for residents and visitors.

How does the HDB decide whether a carpark offers free parking on Sundays and public holidays?

This trend of charging for parking every day is being increasingly seen in new HDB estates, and goes against the principle of promoting family bonding. Free parking would encourage people to visit their family members more often.
