Water wastage in using hose to clean public pool toilets

I swim regularly at public swimming pools and have observed that the cleaners use a long hose to wash the pools' toilet floors and the individual cubicles.

The cleaners simply splash the water until they feel that the toilets are cleaned, in what seems to be a daily routine.

This is a wasteful use of water. Surely brooms and mops should be used as well to save water.
