Waive ERP charges during delays caused by accidents

Sometimes, motorists leave home early to avoid having to pay Electronic Road Pricing (ERP) charges.

However, when accidents occur on expressways, motorists end up paying for ERP on account of the delay.

Could the Land Transport Authority improve the system such that motorists who leave home early to try not to contribute to traffic congestion will not be penalised when there is an accident that is not of their making?
