I understand why the Government is increasing the price of water, and the reason everyone has to work at conserving it.

But I don't understand why the Government is giving subsidies to low-income households to offset the increase in water prices.

Are we saying that people in this group do not have to worry about conserving water?

Price increases hurt everyone. We need to find ways to balance our expenses.
