Govt considering framework to settle neighbourly disputes

The Government is considering how to implement a legal framework that can deal with disputes between neighbours.
Law Minister K. Shanmugam, who first publicised the idea on his Facebook page, gave details in Parliament on Wednesday about the three different approaches the Government is considering.
The first was to strengthen the mediation process. He noted that the weakness in the current mediation process was that it was voluntary. That means the process fails once either party decides not to attend.
The second approach was to try and develop norms of conduct between neighbours and then try to encourage people to abide by these norms.
