A fire broke out in a carpark along Toh Guan Road on Thursday evening at about 5.30pm. Residents said that the fire started in a van, and spread to two motorcycles.

Mr Andrew Yeo, 49, said that he was parking his car on the top floor when he heard a loud explosion. He decided to drive down and exit the carpark, but heard three more explosions.

"The lower floors were engulfed in thick black smoke and fire. I couldn't see anything, but I could hear people shouting."

He drove back up to the open-air top storey, and called the police.
