JAKARTA - Business development officer Silvia Wijaya takes a minivan shuttle from her office in Central Jakarta every other Friday, arriving at her home town of Bandung 3½ hours later to see her family.

On rainy days, when the traffic worsens, the trip to the bustling capital of West Java province can last for five hours or more.
