Filipino official urges charges in Taiwanese death

MANILA (AP) - The Philippine justice secretary has recommended criminal charges be filed against coast guard personnel who shot dead a Taiwanese fisherman and sparked a diplomatic row.

Justice Secretary Leila de Lima said on Thursday that Philippine investigators have presented their findings to President Benigno Aquino III before he makes a decision.

The coast guard says it acted in self-defense when the Taiwanese vessel tried to ram its boat in waters where both countries' exclusive economic zones overlap.

The May 9 shooting has led Taiwan's government to freeze the hiring of Filipino workers and discourage travel to the Philippines.

Mr Aquino has apologised but Taiwan objected to his saying that the killing was unintentional.
