Emperor Akihito to speak on Monday

TOKYO • Japan's Emperor Akihito will address the nation on Monday, following a report last month that he wants to abdicate "in a few years".

The video address by the 82-year-old monarch, who has had heart surgery and been treated for prostate cancer in recent years, will be aired at 2pm Singapore time, the Imperial Household Agency said yesterday. REUTERS

Hacked Philippine bank fined $28m MANILA • The Philippines Central Bank yesterday fined the Rizal Commercial Banking Corp a record US$21 million (S$28 million) after it was used by hackers to channel millions of dollars stolen from Bangladesh into local casinos.

Philippine President Rodrigo Duterte has given a commitment that the US$81 million stolen would be returned, the Bangladesh ambassador to the Philippines said yesterday.
