ALL detainees moving around in the Whitley Road Detention Centre will now be handcuffed, with leg cuffs added on if they are outside of the centre.
This move is part of the increased security measures at the centre after Mas Selamat Kastari's escape on Feb 27, said Home Affairs Minister Wong Kan Seng on Monday.
He revealed the new measures during question time in Parliament after delivering a full account of Mas Selamat's escape.
The House was also told that the fugitive terrorist had been handcuffed for the first seven to eight months of his detention.
But the handcuffs were removed in September 2006 on the recommendation of Mas Selamat's case officer, who reported that the Jemaah Islamiah detainee had shown a change in attitude.
Mr Wong said the physical security of the centre will also be improved, with the height of the security fencing to be raised.
He added that the guards will now have to keep their eyes on the detainees at all times.
'We believe that implementing these measures will help us to minimise the chance of a detainee escaping,' said the minister.
'In fact I don't think it will be possible for one to escape without slackening in the standards. And therefore audits will also be in place and we'll continue to make sure that the system runs well.'
