DESPITE the penalties facied by owners and handlers who do not muzzle or leash their dogs, many still do not comply with the rules. Their reason: The dog is cooped up at home, needs some freedom and is harmless.
I was on my way to FairPrice in Hougang Avenue 8 one day when I came across an owner who did not leash his two dogs. They were allowed to cross the pedestrian crossing freely and sniffed at pedestrians.
Another encounter was in Pasir Ris Park when an elderly woman who could not control her dog in her arms just let it go. I had to quickly snatch my two children.
On another occasion, an owner even took her pet into an optical shop and let it sit on an chair.
Singapore is a multiracial society. Dog owners need to be sensitive to other races and consider the safety of others. They need to put themselves in the shoes of others.
