THE Committee of Inquiry failed to mentioned a key lapse that made Jemaah Islamiah fugitive Mas Selamat Kastari's escape possible: the lack of a clear classification and labeling system. Were the guards even aware that Mas Selamat is an extremely dangerously man?
Was there a system in place to label Mas Selamat as 'red', that is, not only extremely dangerous but also with a history of escape? If he had been so classified, the guards would not have trusted him by not only unchaining him but also allowing him to close the toilet door.
To prevent this happening again, the committee should not only present what occurred but also analyse why it occurred.
Hospitals identify patients and treat them accordingly. There is always someone who requires intensive care.
It seems Mas Selamat's record was kept confidential and he was treated like any other detainee.
The focus of the inquiry should not be the guards. The detainee management system must be reviewed.
