'Would it not be magnanimous of AVA to let the student have priority to adopt the puppy?' MR RETNAM THILLAINATHAN, on the case of a student who smuggled a puppy into Singapore and was fined $10,000. The Agri-Food and Veterinary Authority (AVA) has decided to put the puppy up for adoption if found healthy after quarantine. Mr Retnam agreed that smuggling was a serious offence, but said that the animal lover had already paid a high price for his folly
