Wouldn't it be better to merge both Safra and civil defence clubs or allow dual memberships so that members from both can network?

The civil service clubs may be too far for some to enjoy like, for instance, the one in Bukit Batok which is inconvenient for those living in the East. Allowing all NSmen to use all the clubs can foster stronger ties among our men in the defence force.
