No tour gift but ad says otherwise

I SIGNED on for a tour package with Chan Brothers last week and would have qualified for a complimentary convection oven if I had paid using my Citibank card. But, I was told by the agency staff that the gifts had been given away the weekend before my purchase.
But the Citibank promotion was still carried in a Chan Brothers advertisement late last week - after I was told that the gifts had run out. Shouldn't Chan Brothers have rectified the advertisement? How does the National Association of Travel Agents Singapore ensure that promotions offered by its members are valid?
