THE article, 'Reading the tea leaves in the Big White Book' (Feb 25), examined at length the budgeted expenditure on manpower for political appointments in the various ministries, as 'tea leaves' for signs of 'an impending Cabinet reshuffle'.
This is not analysis but sheer speculation, as the basic premise is false.
Ministries prepare their budgets without being privy to any possible Cabinet changes.
Indeed, the story itself stated that 'only the Prime Minister has an idea of (Cabinet) changes in store'.
