Why HDB carpark charges differ
I REFER to the letter, 'Conservancy charges: Is HDB giving value for money collected?' by Mr Richard Lim Poh Chuan. (Feb 12).

Unlike private properties, the carparks in HDB estates are not sold with the flat and, hence, are not included in the selling price of the flat. HDB parking charges are aimed at recovering the cost of providing and maintaining the carparks and help regulate demand so that residents need not compete with visitors for lots. Only residents who use the carparks pay parking fees. In this way, residents who do not own vehicles will not end up subsidising those who do. In view of this fundamental difference, it is not meaningful to compare the management fees for private condominiums and HDB carpk charges.

As for service and conservancy charges, these are paid directly to the respective town councils for the maintenance and management of the common properties, which do not include the carparks.
