I REFER to the Ministry of Health (MOH) proposal to use means testing to determine medical subsidies.
ALTHOUGH it seems like a new term, means testing is already used by the Government in a few sectors. Our differentiated scale for income tax is a form of means testing used for many years. It is only right that citizens with higher income pay more in taxes and contribute to state coffers to operate the Government and civil service. With the introduction of GST, about 70 per cent do not have to pay taxes, with the tax burden on the shoulders of the remaining 30 per cent.
ONE proposed criterion to be used in means testing at public hospitals is the type of dwelling of the patient.

POLICE would like to assure Mr Lionel De Souza ('Could molestation rap have been avoided?'; ST, Jan 1) and the public that victim care is important to us. We have in place procedures to manage the needs of vulnerable victims, especially those who are victims of serious sexual crimes such as rape.
