Why behaviour of cyclist who locked library door should not be tolerated
AFTER reading the article about the cyclist who chained up a National Library Board door in a fit of anger, I have to say that the behaviour of cyclist Bin Hee Heng should not be tolerated. These are my reasons.

>> He had been warned by NLB's security and management more than twice for parking his bicycle in a no-parking zone. His action caused public inconvenience and, worse, it would have provided an excuse for other cyclists to follow suit. >> The NLB was right to act because it is the library's responsibility to ensure the safety of the place for all members of the public. >> If the library had allowed Mr Bin to park his bicycle at the no-parking zone, would NLB be responsible if his bicycle had been stolen since it was not locked and secured? >> Mr Bin's retaliation, which was to chain-lock one door of the library, posed a threat to public safety. What if there was an emergency? There would have been one exit less for evacuation.
