A poser on telegraphic transfers
I AM concerned over our local banks' procedure on telegraphic transfers.

According to one of our top local banks here, if one needs to make a telegraphic transfer by cash, one has to submit the application personally so that the bank can verify the sender's particulars with the sender's NRIC.

If one chooses to make a telegraphic transfer by debiting one's personal account, one can send a third party to submit the telegraphic transfer form on his behalf as long as the signature on the telegraphic transfer application form tallies with the bank's record.

Can anyone sense some illogical argument here?

The bank will not recognise cash because the bank is careful not to make a remittance that may not be authorised by the sender on the application form.

On the other hand, the bank will not be so concerned as long as the signature on the application form tallies with the bank's record of one of the personal account holders of its bank.
