I FULLY agree with the comments by Mr Edward Rajeshwar Zaccheus, especially after serving in a Voluntary Welfare Organisation (VWO) for a period of time.
With too much funds in the reserves, some of the VWOs will tend to be too extravagant in their spending instead of focusing on the basic needs of those really in need.
I know of a VWO spending excessive funds on the construction of a 'koi' pond, extension of buildings, renovations, maintenance and landscaping.
Excess funds should be centrally controlled by the National Council of Social Service (NCSS) and distributed equally to the less fortunate or 'poor' VWOs so that their basic needs can also be met.
The main focus should be on the welfare, health, education and training of the needy so that they, too, can enjoy a better life.
There should be a governing body to ensure that most of the public funds actually go to those in need rather than all the 'frills and trimmings'.
