TWO sharply contrasting positions on how to ease the crisis in Myanmar have developed, in the face of the military government's refusal to permit open access to aid. Ministers of some Western governments have been talking in couched terms about sending in relief supplies, with aid workers to follow, without waiting for Yangon's consent.
