Background Story

Victims received fliers with details of how they could strike first prize in a 4-D lottery with the help of a 'Chinese master'.

They contacted a man, who said he was working with the 'master'. He instructed them to transfer money into a POSB account opened by Ng Seh Seng.

Once the money was transferred, the man gave the victims a random 4-D number.

Later, he contacted them again, saying his master's powers were insufficient to reverse their ill fortune.

He then referred them to a greater 'master' from Thailand, and the ploy would be repeated.

Ng withdrew the money and handed it to a contact in Johor Baru.
